SBCH: Cease and Desist Order

Dear Friends,
I would venture to say that this is the hardest update I have ever had to send out. I am writing to formally address and refute the accusations made against us by individuals posing as a “concerned citizen”.
On July 18 and July 24, 2025, Subic Bay Children’s Home received a visit from investigating officers of the Olongapo City Police Office (OCPO). We were made aware that they would like to conduct investigation on us due to complaints of rape and misuse of funds, in which we readily complied. The investigators were able to handpick six children, out of our 55 children; and freely interview these children. The investigators further did a thorough interview of our staff; and were given access to look through our files and records.
I was able to obtain the contents of the email sent to the Office of the Vice President (OVP) by the supposedly “concerned citizen”. At the bottom of the email was simply a phone number given for the OVP to reach if more info was needed. With that number, I personally did some sleuthing on the internet and was able to trace the cell phone number to a Viber account.
On August 14, 2025, officials from the main office of the Department of Social Welfare and Development (DSWD) showed up unexpectedly. That had received the same report of accusations against SBCHome. Knowing that we have nothing to hide I voluntarily signed the consent form allowing them to go through all of our files as well as interview the children about their life at SBCHome. They came back again the next day, on August 15 and interviewed all of our staff and went to all of our facilities.
August 22, we learned that 96 police officers and SWAT were to accompany the DSWD to pullout all the children from DSWD the very next day at 10am. Within the next few hours all of our children and houseparent's had packed their weekend bags and were on their way for a “Weekend getaway”. Our Social Workers and Admin staff worked tirelessly looking for safe places for the children to be placed but in a legal way where we would not get more charges added. Several of our children who have relatives, we had reached out to them in the past and several of them attend church and bible studies. Family members were called and came and we were able to integrate 22 Children to family. Those family members had also previously passed a “Parental Capability Assessment Report” One of our girls had just turned 18 so we were able to have her sign herself out on independent living (She is still with us). The next day at around 9:30 two police officers were seen on our CCTV’s ringing our doorbell but by that time we were all away and no one was left at the home, and the operation was aborted. The following day (Sunday), two Police officers showed up at church looking for Pastor Rodrigo “Odek” Valbuena. Knowing that they would come to arrest Odek and Hannah (Odek being the Director and Hannah the OIC and Corporate Secretary) we were by that time already at the airport about to board the plane. Once we arrived in LA, we learned that the raid was rescheduled on Tuesday (08/26) at 8am. When we finally got into Houston at 5am, we set a zoom meeting with our staff and church family in the Philippines. We planned to have a prayer vigil at the church starting at 6am up until the afternoon. We aired it live and it was a beautiful service. Current children and former children testified of the goodness of God showered on them through the SBCHome. Several preachers gave very encouraging messages. Beautiful songs and hymns were sang and much prayers. Pastor Odek was able to reach out to several media people and our Local Government Officials who came and supported the children. Praise God because it must have spooked off the DSWD and they never showed up.
Please do pray for SBCHome because the operation in now scheduled for 10am this Thursday (Philippine time). We are talking to several lawyers but please do pray for God to lead us to the right one. We have further learned that not only is it Pastor Odek and Hannah that they will arrest but me (Annalisa) as well. Pray that our lawyer will be able to clear us SOON and we may return to the PHILIPPINES. Please pray for the 22 children who are with family and that they will be a light to their families and please pray for the other 33 children who’s future is uncertain at this point.
The accusation of malicious intent is not only unfounded but also deeply distressing. It undermines our integrity and casts doubt on our character and ministry without substantiated evidence. It has deeply wounded the children and add more trauma to all that they have already experienced.
We have cooperated fully with any investigation and provided documentation or testimony to support the legitimacy of our character and Institution the Lord entrusted to us.
